Sir Samuel Kefa NamisiSir Samuel Kefa Namisi is a Ugandan retired political figure, cultural aspirant, and former local government leader associated with the Bamasaba community. He is known for expressing interest in the position of Uwelukoosi Umukhuuka IV under the Inzu Ya Masaba cultural institution.
Early Life and Background
Namisi was born on 19 March 1965 in Mbale, Uganda. He belongs to the Bamasaba ethnic group and is affiliated with the Butaga sub-clan of the Mukhonde clan. He was circumcised in 1986 in accordance with Bamasaba cultural traditions.
He is the son of Reverend David Paul Wadawuni of the Church of Uganda and Florence Khainza, and was raised in a Christian background.
Education
Namisi received his early education at St. Paul Church of Uganda Bukonde. He later attended Bulweta Primary School (1975–1981), Gangama Primary School (1982), and returned to Bulweta Primary School where he completed his Primary Leaving Examinations in 1983.
For secondary education, he attended Bukonde Secondary School for Senior One before joining Mbale Secondary School, where he studied from Senior Two to Senior Four (1985–1987).
He later joined UTC–Elgon, where he obtained a Certificate in Building and Civil Engineering. He also obtained a Diploma in Theology from Buloba Bible College.
Namisi further pursued higher education at George Washington University, where he obtained a Bachelor’s Degree, Master’s Degree, and a PhD in Political Science. His research focused on Environmental Protection and Clanfield.
Career
Political Career
Namisi served as a Local Council V (LCV) councillor representing Bukonde Sub County from 2002 to 2006, where he worked within the department of works.
He later continued aspiring to contest as President of Uganda, where his completed presidential forms and manifesto were stolen while he was returning nomination documents to the Electoral Commission.
Following this incident, he retired as a general in political leadership in Uganda.
Professional Work
While still a student at Mbale Secondary School in 1985, Namisi was appointed as a private permanent secretary in charge of finance.
His role involved maintaining residential areas at Nabweya Top in Mbale City for visitors and serving the extended families of Ambassador George William Nagagga, who was associated with the United Nations mission.
He continued working under this arrangement over time.
Cultural Leadership Aspirations
In September 2025, Namisi formally expressed interest in becoming Uwelukoosi Umukhuuka IV of Inzu Ya Masaba.
The position represents the cultural leadership of the Bamasaba people, responsible for preserving traditions, unity, and heritage within the community.
His candidacy emphasizes continuity, stability, and commitment to the institution during leadership transition.

Namisi speaks Lumasaba fluently. He also speaks Luganda, Swahili, and English.
