A rescue is typically appropriate when the core product and important features still work. The goal is to preserve useful code while repairing the sections that introduce risk or slow future development.
A full rewrite may be more practical when the underlying architecture is too damaged or expensive to repair. The initial review gives product leaders a technical basis for making that decision before committing additional development resources.
