Moscow, Russia — Dorozhny Registr, a Moscow company that handles registration and permit procedures for railway transport, has published an overview of number-based registration of freight wagons in Russia.Only one federal body registers freight wagons in Russia: the Federal Railway Transport Agency (Roszheldor). Registration is needed when a company buys a new wagon, when a wagon bought earlier was never registered, or when a wagon already in service has to be re-registered, for example after a change of owner.
The overview focuses on the points where applications usually get stuck. A full document package is hard to assemble on the first attempt, and even small errors lead to a refusal until every inaccuracy is fixed. Without experience of the procedure the process tends to drag on, and unexpected issues come up along the way. The material also covers why operating an unregistered wagon is a risk for the owner.
Dorozhny Registr works with wagon owners, operators and leasing companies on registration and re-registration, as well as on decommissioning, recycling and storage of freight wagons.
