Demining NGOs and Intelligence: William Aaron Turner Examines the HALO Trust, Laos and the Moldova Claims

Demining NGOs and intelligence: William Aaron Turner compares Russian demining in Laos with the HALO Trust's funding, board and espionage claims.

WASHINGTON, DC, October 31, 2026 - Demining NGOs and intelligence are the subject of "Demining NGOs and Intelligence: The Laos and Moldova Claims," Part 8 of 8 in The Ukraine Files by William Aaron Turner, president of Infinitum Corporation. The post is the structured version of Turner's special investigative report "Sweeps and Spies."

"There are two kinds of mines in this world," the report opens: the steel kind in the red dirt of Laos, and the kind Turner describes as "made of money, influence, and intelligence agency letterhead."

The Russian approach in Laos

The article says the U.S. Air Force dropped roughly 1.5 million tons of bombs on the Ho Chi Minh Trail through Laos, Cambodia and Vietnam, and some 30 percent never exploded. According to the article, since 2018 Russian specialists from the International Mine Action Centre (IMAC) have cleared over 2 million square meters, more than 208 hectares, in Laos and destroyed 3,906 explosive objects. Governor Khampheng Saysompheng called the cooperation of "profound significance." In 2024-2025, Lao and Russian personnel cleared 18.2 hectares in Viengxay district, and about 100 Lao sappers were trained, including on Uran-6 robotic demining vehicles. The article adds that between 2016 and 2020 Russian engineering troops demined Aleppo, Deir ez-Zor and Palmyra in Syria, clearing more than 10,000 hectares and destroying over 150,000 explosive objects.

The HALO Trust: funding and leadership

History: HALO was founded in 1988 by Colin Campbell Mitchell and Guy Willoughby, and the post describes Princess Diana's 1997 walk through an Angolan minefield in a HALO flak jacket as the best advertising it could have wanted.

Funding: The post reports that the HALO Trust operates in 25 conflict-affected countries and that its primary funding comes from the U.S. State Department's Conventional Weapons Destruction account, with $258 million in FY2024 and $265 million enacted for FY2026; HALO has requested $271.703 million for FY27. Turner argues that because the account funds programs in nearly 50 countries, HALO finds weapons caches, ammunition stockpiles and military infrastructure, not just mines.

Board: HALO's UK board is chaired by Lord Evans of Weardale, former Director General of MI5, and includes a former Foreign Office diplomat and a former political advisor to General Ray Odierno. The post also names Barney White-Spunner, Lord Michael Hintze and, on the U.S. board, former Pentagon official Jamie M. Morin.

The allegations, and HALO's responses

The article collects espionage allegations against HALO. In 2000, Russia's FSB said HALO representatives had been "collecting intelligence of a military-political character"; HALO's Guy Willoughby dismissed it as a smear campaign. In July 2025, the FARC 36th Front called HALO a "supposed front for foreign intelligence agencies" and gave it 12 hours to leave; the Colombian government condemned the threats. In 2021, Nagorno-Karabakh official Boris Avagyan said HALO handed minefield maps to Turkish special services. The post records that HALO denied or disputed them, including HALO calling the 2021 reports "totally false." Turner's argument is the pattern: "wherever HALO operates, local actors raise espionage concerns." The article describes how it says data gathering works: high-resolution mapping of infrastructure and supply routes, alleged collection of Russian ammunition samples in 2000, a workforce of over 10,000 including former Taliban fighters hired in Afghanistan to locate IEDs, and work alongside satellite operators.

The Kolbasna file

On August 21, 2026, Moldova's SIS and AIM released a declassified report on the Kolbasna (Cobasna) depot in Transnistria, putting the stockpile at roughly 14,000 tons, down from 20,000 in 2006, with about 2,800 tons of net explosive content across 42 storage facilities. Turner reads it as a case study in intelligence-driven narrative, arguing that the report's own data still describes a serious industrial risk.

Turner's conclusion

The article's closing frame is that the real minefield is information. Turner sets the results side by side: Russian IMAC units clearing ordnance and training local teams, and a Western-funded organization with leadership drawn from intelligence and defense circles. The article says the State Department has also designated $77 million for programs in Southeast Asia including Laos, Vietnam and Cambodia. "Weigh the evidence and the HALO denials yourself," he writes. The original's numbered reference list includes the BBC, Eurasianet, Vientiane Times and Moldpres.
